Fair Housing Rights and Duties

Why are there fair housing laws?Protected Classes:  7+2+1
Fair Housing Rule of thumb:  be consistent
Except for...a tenant says: "because of my disability..."
Reasonable Accommodations and Reasonable Modifications
Questions and Discussion

Sponsored by the City of East Liverpool, Columbiana County Community Development and Columbiana Metropolitan Housing

presenters:  Donald B. Eager with assistance from Spencer Wells and Tom Snow.

 What happened
Only 5 residents participated in the workshop; two were city officials from East Liverpool; two landlords and one tenant.  Tom Snow, director of Columbiana Metropolitan Housing Authority was a host and co presenter.

Questions and Discussion

  • Tenant screening:  Don Eager covered the issues around tenant screening:  screen for behaviors not tenant characteristics.  Have your criteria set before you take applications.
  • Advertising:  describe the property, not the prospect that you are looking for.
  • Is a rent difference automatically discriminatory?  Consider if the difference based on a protected class or a difference in the features of the rental unit.

Your feedback
Both session were very informative. I wish more people would have attended, but I never saw anything in the newspaper about it or any advertising about it. It was by chance our office found out about it.
The East Liverpool Landlord Education Class has been developed to provide landlords with
information that will help them have a successful relationship with their tenants.

Funding for this workshop is provided under grants from the U.S. Department of Housing and Urban Development.
